Part of the old Windscale nuclear plant. The chimney used to be one of a pair, and is slowly being dismanted - the structures at the top are filter galleries, so are presumably radioactive. The 'golf ball' housed an experimental gas-cooled reactor - the reactor has been largely dismantled, but the core will still remain inside.
